Strategy ideas please

Hi,

I want to create a web interface to allow users on my subnet to create
FTP accounts on a local server. I would like it to be a secure as I can
make it. What I am not sure about is how I can create ftp accounts
without non-root access or suexec. I believe there might be an ftp
server that users another file for storing ftp user accounts. That might
an option. Has anyone had any experience with this sort of thing that
they could give me some hint on?
