why store_cop_label referenced?

Subject: why store_cop_label referenced?
Hi,

When trying to build B::C with 5.13.11, debugging perl on win32, I have linker error message that  __imp__Perl_store_cop_label is unresolved. (will show this message if needed)

Reading embed.fnc gives me an idea that store_cop_label is never designed to be exported.

                |NULLOK struct refcounted_he *const chain|NN const char *label

"x", as opposed to "X", means "Not exported", so this function was never exported since introduced (at least in publicly released perls), how it could ever be designed to be used in B::C?
