PEG.js Google Group is now more open

Hi,

I just flipped a bit that allows non-members of the PEG.js Google
Group to post messages into it. The goal is to enable more people to
ask questions and initiate discussions without additional step of
subscription and without necessarily getting involved into other
discussion topics (that may not be interesting for them).

This is an experiment. If there is too much spam or some other
undesirable effects appear, I will probably revert to the previous
setting (only group members can post) or at least add moderation for
non-members.
