I just got notified of activity on this bug [1] I'd filed a couple
months ago. It references this thread [2], which indicates that
installing BlueCloth thusly...

    gem install bluecloth --platform=ruby

... is a workaround, and suggests that the problem will be fixed once
and for all with the next release. I haven't actually tried this yet,
but if someone among us is using Windows on a daily basis, he/she
might want to give it a whirl.
