I'm not sure what changed but now update-notifier immediately brings
up a dialog box on boot or reboot asking to set up my connection even
though I connect just fine.

See my last post in forum, i add a function to choose your own time to wait before contact the repo. Try it, you will find it in Update-Notifier Settings

I think the problem is that normally I have update manager set to
manual. Apparently adding the time delay function is the issue. I can
just remove it from the panel.

simple save a given time... between 10 seconds, and 60 seconds. Much simpler can't it be...

yes I realize :) It works fine if you set it to automatically update.
the dialog just comes up now if it's set to manual, i.e. Days=0,
Hours=0.

How ever you changed something with Update-Notifier-Settings, be sure you have all filled out if you need. Click on save overwrite your current settings. ;)
