To my friends who have been active in protecting the appearance and
continued success of North Little Rock business and residential areas.
See the attached ordinance (O-09-81) that appears on next Monday
night's council meeting agenda (November 7). The ordinance, if
passed, will change the flash rate on signs from 15 sec to 5 sec. This is
the same proposal that was defeated back in early spring. This changing of
the flash rate affects all electronic signs in North Little Rock.
The ordinance is sponsored this time by Hight, Gaines,
Baggett, and Taylor. I don't know the rules well enough to know how
many votes it takes to suspend the rules and get a second and third reading in
the same meeting allowing the ordinance to pass immediately, but this might all
happen in one night and we will have a new faster flash rate in North Little
Rock.
It appears to me this is an end run by some electronic sign proponents to
get some of what they want put into law before the council has a chance to use
the moratorium as intended to let their sign committee thoroughly review the
entire electronic message sign issue.
This is certainly not the direction many North Little Rock citizens
want to go. If you have strong feelings on the issue, it is time again to
contact all the aldermen ---- time is short.
