Uploads don't get added to the encoding queue

We're currently trying to integrate Panda into a custom CMS we built,
and ran in to a bit of a stumbling block. It seems as though videos
uploaded through the API don't automatically get added to the encoding
queue.

I'm fairly new to the whole Panda thing, but we've set ours up in EC2
using S3 - following the getting started guide for the most part.
We're able to upload videos using the panda admin interface (or the
API), once a video is uploaded, it disappears. If we go into View All
Videos, we can see our video there, and add it to the encoding queue
manually, but according to everything I've found, it should be added
to the encoding queue right away.

Wondering if anyone could shed any light on the problem?
