There are lot of Opensource Digital Signage solutions are available such xibo.
You may need to develop or cross compile the xibo's python based client, for ARM-Pandaboard

a.       Use pandaboard as a digital signage with some intelligence built into it so that it shows appropriate messages/ advertisements/ informational screens etc

I think you are looking for definition of Signage.

 

Signage is any kind of visual graphics created to display information to a particular audience.

 

If you wish to use Panda for Signage related demo purposes then you can put a display to Panda and through wifi push information to the device.

Xibo is also having the same frame work which I mentioned above.You can consider using Pandaboard in the client side.
Your effort may be to cross-compile the xibo- python client application for ARM-Pandaboard.
