ANN: nginx-crate 0.8.1

I am not necessarily planning to announce every update to nginx-crate on this e-mail list.  However, this one was significant enough that I thought I would.  I also think this represents a pretty good state so I have put in a pull request to pallet team.  

The highlights are 

• this fixes a bug regarding restarting the nginx service or telling if it is alive.
• Redesigned to be more consistent with newer crate conventions.
• minor breaking change: nginx-restart is changed to restart
