a couple of issues here that should be clarified:

ga.js is served compressed for all clients that can accept compressed format

the 37 bytes that jsmin can minify further are due to the fact that jsmin
does not introduce any line breaks.  jsmin is the default that ships with
Page Speed. if you've also installed Closure compiler extension, Page Speed
can use it and the 37 bytes savings go away. Closure introduces a line break
every 500 characters or so, I believe, to accommodate some old JS parsers
that would choke otherwise.
