PageSpeed insights online may be using a cached early version of your
resources when you are actively developing your site. A workaround is to
use PageSpeed insights addon for firefox, or chrome extension. With that,
you can clear your browser cache before each iteration.

Yes, try PageSpeed Insights for Firefox or Chrome. The browser
extensions will give you the optimized versions of your resources
which should provide the fully compressed resources.
