The courses start two or three weeks after january 8th, which is the
date that the registrations are opened. I don't know, but reading the
recent messages to the list I believe that the mashable article was a
little misleading.
SoW (school of webcraft) is not going to give "a" course, it's going
to give a bunch (last semester were around ten or more maybe?), all of
them are oriented to the web and open web/technologies.
Well, answering to your questions, yes, there is a cap, usually it's
up to the course organizer filter the attendants. To apply you have to
do a "sign-up task", at least in my experience weren't hard, but they
were a good way to know how interested you actually were.

Each course has it’s own prerequisites and sign-up tasks, which are decided by each course’s organiser.
You will find this information on the course page you are interested in (when the sign-up period will be open).

As Gabriel said, it depends for example for Scripting 101 the task was
to speak about your favourite bash command, on the html5 course was to
make a really simple html bio page, the Web 101 you had to get your ip
address and explain how did you do it, on the processing course there
were some questions... as you can see they are very different and
depends on the course objectives and possible attendants.
Anyway, don't worry ;) just wait for them, usually the sign-up tasks
are flexible, so if you have any question just ask!
