Our government client is seeking a Programmer/Analyst to work within
software development teams to clarify and translate business requirements
into detailed functional, design and programming specifications and
develop/configure solutions to meet divisional operational objectives in
support of overall mandate and in support of the vision and objectives set
out in the IM/IT Strategic Plan.<br>

Role and Responsibilities
* Identify and recommend design options, perform impact analyses, provide
level of effort estimates and undertake technical dependency assessments in
support of the IM/IT change management triage and workload prioritization
process;
* Collect, clarify, analyse, translate and document business requirements
as detailed functional requirements, design and programming specifications
from which technical staff develop solutions or evaluate and assess the
viability of commercial off the shelf solutions that meet the requirements;

* Develop solutions to business problems using structured analysis, data
modelling or other tools as appropriate;
* Design web-application interfaces and layered application logic,
recommend and employ application design patterns and document application
designs (including Object Models) using UML and other design languages as
appropriate;
* Design data structure/files, define input/output sources and
create/update Data Models;
* Design reports and BI cubes for the analysis of data stored in data
warehouses and data marts; and
* Provide input to construction plans.

Qualifications and Experience
* 5 years of experience successfully collecting, clarifying, analysing,
translating and documenting business requirements as detailed functional
requirements, design and programming specifications;
* 5 years total of experience successfully designing web-application
solutions using Microsoft ASP and ASP.NET VB technology.
* 2 years of experience applying Microsoft ASP/ASP.NET Visual Basic
Security Best Practices to secure web-application designs and code.
* 2 years of experience applying Microsoft ASP/ASP.NET Visual Basic
Security Best Practices to secure web-application designs and code.
* 5 years experience designing and implementing data models and schemas in
the context of a web-application development.
* 3 years total experience designing and implementing applications using
Microsoft SQL Server 2000 and SQL Server 2005 databases.
* 2 years of experience designing solutions for Business Intelligence (BI)
implementation projects that employ a data warehouse and data marts for
reporting and OLAP analysis.
* Formal education in the field of Computer Science from an accredited
institution as determined by the Canadian Information Processing Society or
as recognized by the federal government of Canada as an accredited
institution.
