It is a consulting industry here. That's all there is to it; the job
doesn't "exist" until the company(ies) you go with are awarded the contract.

I know that it is frustrating; your first good move is to ignore what
everyone has taught you about your resume and make it as detailed as
possible ....
- drop the "hobbies and interests" thing: no one cares;
- identify all "projects" with start/end dates - employer, and if
applicable, the client;
- identify all technologies used & to what level (knowledge-of, certified,
experienced, master);

Be prepared to spend several hours/ several revisions to respond to really
stupid, inconsistently formatted questions. These are "normally" in the
form of "grids" derived from mandatory & rated requirements specified in
Requests for Proposals (RFP). Trust me the consulting companies would hire
you in an instant if you are well qualified... its just that their
prospective client wants a person with 8 years Oracle Developer experience
who managed a team of 2 developers for 6 years, has a PMI certificate and is
eligible for a PEng! NEXT... the requirements are not always that bad.

Working as an IT consultant in the government is not for everyone. The IT
experience you get is more related to how you get your work done in
environments where everyone else seems to be more interested in discussing
security and network configuration issues than actually
developing/implementing solutions. But you do benefit from that... it is
worth a try.
