1. Preferences > Advanced options > Josm Preset

It's expected Josm preset page, but the software jump to "OSM API URL" page

Actually, the link is correct, it's just that the two activities have
nothing to distinguish them appearance-wise. r407 changes the "Add" text
to "Add API" and "Add preset". Ideally the Name and URL dialog would also
have some distinguishing text, but I can't quickly see where or how that is
opened.

With the changes that Andrew mentioned, previous patches to API editing and
this https://code.google.com/p/osmeditor4android/source/detail?r=514 it
should now be clear enough.
