The limit (whatever the number) is the number of map downloads (doesn't matter if it is different map or updates to same map) you can do from within the application.
So even if I only have one map, its useless after 10 updates?

You are free to download map updates from
osmand.net website and save them to your phone's storage in appropriate folder.
Why at all you limit download and usuage of openstreemap data??
Because the data used is not raw data from openstreetmap. It needs to be processed and converted to make it suitable for rendering, indexing, searching etc. The processing infrastructure is not free.
Your app can be perfect, but with the strict map limits, its pretty useless.
As said above you are still free to download map updates for free from browser. If you would like to avoid the efforts, you might as well buy the paid version (OsmAnd+). :-)
Note: I am just a user, not developer of OsmAnd.
