Upgrade / install problem since 1.3

I keep getting a "Couldn't install on USB storage or SD card" error since 1.3 when trying both an upgrade or an install.  This is on a Blu Tank 4.5 cell phone (ya, kind of obscure) running its stock 4.1.1 Jelly Bean.  I have to admit that I don't remember the exact build number when I started getting this error, but it's been in the last several days and I also know that I had successfully installed either 1.2 or an early 1.3 build.  Anyone else had any problems installing/upgrading these latest builds?  Any suggestions?  TIA.

It is good to discuss it in public.
If you google that message, you will see lots of similar issues with different products :

1) Symptoms : download from market paid version.
2) If you install same version from apk, no problem.
3) Old Google Play works fine.
The cause of it changing targetSDK for application.

Solution : unknown yet.
I feel more strong to ask support from Google Play.

Thanks for the reply and your first two items are confirmed - I was trying to install/upgrade the paid version from the market, and I was able to successfully install from apk.  I didn't try back-revving to an old Google Play but I do remember getting an upgrade to Google Play around the time this problem popped up so it looks like it may be Google's issue.  I'll continue to upgrade from apk for now.  Thanks again.
