Streets in the City

I live in Poland, Warsaw.
Using offline mode I can not find many streets in Poland->Warsaw->....
What can I do editing OSM to find the streets.
Example street: Ekologiczna

Hi,

I found it searching for Poland -> Natolin -> Ekologiczna ..

I guess Openstreetmap data should have clear guidelines how to
implement searches for addresses or at least streets.

But It might not be that easy as I understood from the conversations
here and in other forums.

Where I can find how to change it in OSM ?

Natolin is part of Ursynow, Usynow is part of Warsaw.
So, Natolin must be deleted, and each streets from it must be in
Poland->Warsaw->

that is something you will have to find in OSM,  setting/changing city borders is a pain in OSM unless you know what you are doing, i don't think they would appreciate you playing in case you break it.

Have a look at there FAQ on openstreetmap.org.  there may be OSM specific forums you can look at for info.

It looks that it is not problem of city borders, but that OsmAnd
dosn't check tags 'is_in=' in 'place=suburb' :(

Possibly I don't get all arguments in mind. But streets is very long discussion in OSM and it was ugly implemented from first time. Actually as many features for address OsmAnd supports so many bugs it have.
First and main reliable possibility of tagging addresses : 
1. http://wiki.openstreetmap.org/wiki/Relations/Proposed/Postal_Addresses. That OsmAnd should support otherwise it is bug. If some osm parts doesn't have relations it means you have not full osm map :) So improve it.
2. Many maps have enormous number of streets and it is very combine them into relations. OsmAnd met these requirements. Now it supports city borders. It means every country has own rules for postal addresses. Most countries have rules administrative="8" http://wiki.openstreetmap.org/wiki/Tag:boundary%3Dadministrative. It means when you put postal code you written name of village or town with boundary related to "8". However it is country dependable for example Netherlands has administrative="10" to distinguish regions. 

So that's all. Osmand will not support is_in tags because they are redundant and very unclear. Actually most Osm mappers don't use them.

What could be typical situations : 
Town W (has border="8") and suburb S inside W (has border="8") - illegal - map error ! 
Town W (has border="8") and suburb S inside W (has border="9") - all streets inside S and W will be related to W.
Town W (has border="10") and suburb S inside W (has border="11") - possibly country specific map should be created with some specific arguments.

What do you mean?

All streets inside 8 will be attached to City border and no one to suburb.
That how it is implemented
