I have decoded that sentence to:
"When I look at Exif images using Opera, "Properties" shows the Exif
shutter speed as floating-point seconds; I want it in the traditional
fractional format used by analog cameras."
E.g. not
Exposure time: 0.0025
but
Exposure time: 1/400
I kind of agree with him; it would be easier to read.
