It could be the file is not there in the international/msi installer any
more, but since I'm not on windows it's a bit hard to check ;)

I extracted the file from the classic installer. You can get it here:
http://download.remcol.ath.cx/OUniAnsi.dll
If you put it in the install folder next to opera.exe it should work.

I uninstalled 10.10 and two prior versions, leaving only a bunch of
profile and other user pref files. Reinstalled 10.10 with no failure
messages. Checked the Opera directory and found that OUniAnsi.DLL is
right where expected (20Kb, dated 11/20/2009 7:00 p.m.).
But when I start Opera I get he error message shown above. Apparently
there's something else missing, perhaps in my OS, the mysterious 'one of
the library files'. The DLL itself has no unresolved external references.
Before I started all this, I used to get an informational message at
Opera startup about a missing transparency module (which, said that
message, I could copy from a Windows ME system if I wanted). I just
clicked past that message. I don't think that's related, but it's part
of the picture.
I deduce from the silence that this isn't a general problem with 10.10,
so I'll have to probe elsewhere. I have an uninstalled 9.64 I can try.

Update.
9.64 runs fine. 10.00, 10.01 and 10.10 all fail in the same way. I
deduce that some new OS requirement was added starting with 10.00 that
my system does not meet. Unfortunately the error message is not helpful
with regard to what might be missing.
Is there an Opera startup log that might have more detail?
The strange thing is that I KNOW I was on some level of version 10
before upgrading to 10.10; now none of them work. I never went looking
for upgrades, just waited until I was prompted to install one, so the
one that worked probably was not one of the betas.

I own an I.T. consulting company - - here 26 years - - just wanted you
to know the problem is real. I agree with you, some version of 10 WAS
running on my system before the problem started happening.
If I ever get it going I'll post what worked and will look for any
followups on this thread as well.

One of two things (or both in combination) resolved my issue:
Other threads on the Internet mention that 10.x shouldn't be installed
into 9.x's folder.
I uninstalled any 10.X's.
I renamed my Opera folder in C:\Program Files to something else.
I then installed 10.01.
This still failed.
However another Internet thread mentioned browsing directly to C:
\Program Files\Opera and double-clicking Opera.exe there. That started
a Windows 98 Installation process and when complete Opera was up!
Certainly the last step was essential, but it's also possible the
first step was also required.

Woah! That's an old system. I'm surprised that a modern version of Opera
would run on that machine!

I had the same problem. I just did: "Browsing directly to C:\Program
Files\Opera and double-clicking Opera.exe there" It works now.
