Just upgraded to 9.63. I like Opera. I really do, but with every new
upgrade, something goes kablooie. I won't even mention the degradation of
animations. I am more concerned with the following error message I have
started to receive...

Your browser does not support dynamic HTML
- this page cannot display in your browser.

What setting am I missing? Why do I need to reset anything from previous
version? This was not a new install.

Why don't you give an url?
Which animations don't run anymore?

The error message does smell like old fashioned browser sniffing,

From which version?

That's very unlikely to be caused by an upgrade from Opera 9.62 to 9.63.

Indeed.
