How does the Local Moran I move from the statistic to classification
of Clusters or outliers. My results show an overlap of the Local Moran
I between HH and LL. Help please.

Doesn't it use the moran scatterplot to determine the quadrant of the
observation? i.e. top right = HH, bottom left - LL, top left = HL, bottom
right = LH
observation? i.e. top right = HH, bottom left - LL, top left = HL, bottom
right = LH
That's always how I thought of it
