Remove background section

I've relocated or removed most of the content in the background section.
There are still a few bits that need to be moved into the documentation
of specific types of OpenSocial objects, but I'm going to wait on that
until we're make a bit more progress on the OpenSocial Data spec (i.e.
the doc that will describe the data model independently of the protocols
or JS API).

BTW - I've been keeping track of progress on this in the wiki page for
the proposal: http://wiki.opensocial.org/index.php?title=Remove_the_Background_section

It's been helpful to keep track of where I'm at, but will also help
anyone reviewing the patch understand the changes. I'd recommend
adding info to the wiki to anyone working on a large patch.

Are Gadgets-API-Specification.xml and OpenSocial-Gadget-XML.xml to be

Yes, a couple of the sections in the Background section got moved into those docs.  Ultimately, I intend to move the Gadget XML stuff into the main Gadget API Spec, but I figure we can commit this patch now.
