Folks,
I know that the specs take a while to load thanks to the XSLT underneath them. Lane and I tried out a workaround a while back. The published versions of the specs will be a snapshot of the HTML DOM that results after the XSLT has run. The snapshot is straight HTML and loads nearly instantly for all specs. This problem of long load times should only exist for those of us working on the draft spec. I would be supportive of having a no more than one-day old version of the active specs that shows the current HTML being published if someone wanted to take on that project.
For an example of the worst offender, see http://myspace-silverlight.appspot.com/OSSpec.html. As HTML, it loads nearly instantly.
