If you want a fully open English translation of the Bible with no restrictions on use, then your options are really either the World English Bible (
http://ebible.org) which is a full Bible based on the ASV with a NT based on Byzantine texts, or the Open English Bible (
http://openenglishbible.org) which at the moment is NT only (Psalms also available in development) based mostly on Alexandrian texts.
Both are excellent - I'm organiser for the OEB so I'm biased, but the WEB is a great resource.
In terms of flavour, I would say the WEB is similar to the RSV and the OEB to the REB, but YMMV (your milage may vary :)
You may find one of the commercial translations has a licence which allows for your use, but you would have to do some research. Normally they limit you to quoting small passages not republishing the whole thing.
