I did some probing into where the data lives in Oakland to power this application for identifying potential vacant and abandoned property.  Currently they are using a system named Permit Tracking System (PTS).  At the same time, they are actively implementing Accela for Planning, Building, and Code Enforcement and using the Accela Services team for the implementation.  The current schedule has them going live on Accela in March 2013.  Once live all the data will be stored in Accela for identifying vacant and abandoned properties.  Since Accela Services is heavily involved in the implementation it gives me a lot of access to how they will be using Accela to do this process.  I am assuming historic data will be converted from PTS to Accela as well (I've asked but haven't heard back yet).

The Accela REST API can provides access to the data in the Oakland Accela system and can be queried to identify potential properties.  From what I've gathered so far about how they will be using Accela it won't be hard to identify the properties.  There is an Accela Developer System setup already where I can get data staged to mimic how Oakland will be using the system once they go live.

I could see this abandoned property tool working against post the current PTS system and Accela, but support for PTS (to me) depends on how long they plan to stay on that system.

Unfortunately I am not able to make a meetup this week, but I do plan to be at the meetup on the 10/23.

Sounds like it would be best to reconvene at the next general meeting Oct. 23 and set up a regular working time for FOIA and Blight Finder after that since Eddie and Kris can't make it until around that time anyway. The timing would be welcome on my part, as well, since the election stories are killing me.  

Maybe we can 1. look at the prototypes of both apps; 2. come up with ideas for a local v; and, 3. make a list of what will be needed to design and implement. Then BAM :)
