On his first day in office, President Obama signed a memorandum, “Transparency and Open Government,” which calls for creating an “unprecedented level of openness in Government” and establishing “a system of transparency, public participation, and collaboration.” Nine months into his administration, it’s clear we are in the midst of both a critical cultural and technological shift in the U.S.
