I would define "work" as both effort and outcome, since both of these are resources that are dedicated to solving the problem.  If we look at Adopt-A-Hydrant then we see that citizens are the ones volunteering the clear the hydrant, clearing the hydrant, and monitoring to see if the work has been done.  The city is almost taken entirely out of the process, so this is one less problem the city has to dedicate resources to solving.
