After installing the deb packages in open-vcdiff_0.8.1-1.deb.tar.gz,
compilation fails with:

/usr/include/google/vcencoder.h:20:43: fatal error:
google/format_extension_flags.h: No such file or directory

And indeed there is no format_extension_flags.h installed anywhere, yet the
package dependencies are satisfied. These packages are installed:

libvcdcom0 (0.8.1-1)
libvcdcom-dev (0.8.1-1)
libvcddec0 (0.8.1-1)
libvcddec-dev (0.8.1-1)
libvcdenc0 (0.8.1-1)
libvcdenc-dev (0.8.1-1)
