French Translation and question about Anonymity of data

Hye,

InternetActu.net, the Fing's (Next-Generation Internet Foundation)
media, the french think tank about futur of ICT, has translate the 8
principles in french : http://www.internetactu.net/?p=7507

I've got a question about anonymity. You don't recommand to anonymise
data before publication ? If it's not necessary for some (public
subsidy), others data which have identification log of agents or
publics for example could be very sensible. What are you thinking
about this question of privacy ? Do public data must be anonymise
before publication ?

The answer is yes ... the principles state that public data is that
which
has passed privacy or security thresholds.

"Public data is data that is not subject to valid
privacy, security or privilege limitations."

We didn't in this document attempt to identify what those thresholds
are
(though several people mentioned that privacy and security are
sometimes
used as convenient excuses by agencies as a way of withholding
information).
