BusTracking, Need Info

Hi, I'm from Brazil and i'm doing some research to a work i gotta do
in my university. I saw the bus tracking on the web and i thought i
could have more information if i tried to get in touch with people who
made it. I'm a little confuse if i'm in the right group, but i'm
giving it a shot.
The most important thing for me to know, is HOOW do you get the info
from the gps and "send" it to the site or the app.
I don't intend to copy anything, just want to learn how develop
something like it.

For all the Seattle-area agencies that power the OneBusAway API, we
get real-time arrival information from data feeds from the agencies
themselves. Typically, agencies have installed GPS equipment on their
buses that reports back to a central server over a radio or cellular
network. The exact technology used can vary depending on the needs of
the agency and the CAD-AVL vendor they select (or build on their own,
as is the case with the NYC MTA and the http://bustime.mta.info/
project).
