[OLPC-AU] Build 17 for XO-system 1a on XO-4

Hi

The 17th version of dextrose 4 for au has been published, and this is
an xo-4 only build, including the latest changes on activities and
configurations:

* global text-to-speech locale is now en_rp (Fixes #1570)
* Literacy bold font on on-screen keyboard (Fixes #2485)
* Bash error message shown in Terminal in AU Image for XO-4 Touch (Fixes #2976)
* System hangs if kept idle for more than 5 minutes on OE-OS Build 3
for XO-4 (Fixes #2913)
* Fixed a bug that showed incorrect startup and shutdown scripts on 16th build

Also, some significant updates from upstream have been:

* Enabled dmix and dsnoop,
* Disabled idle suspend.
