Hi Neighbours,
Please see the attachment. The OBSID's promise to make Obs 'Cleaner' and
'Smarter' is bearing some fruit.
The public toilets at the cnr of Station and Arnold streets has long
been an eyesore. Cleared of the tags/graffiti and attendant smears and
scent markings it looks brand new.

Thanks for this post Kris - it does look good. Now for the crooked street
signs! So much to be done.........

The old derelict dairy at 81 Lower Wrensch is finally being worked on.
It appears to have a new owner, a Mr. Abader, who says he bought the house and the plans from the original irresponsible owner – Mr Andrews.
Mr. Andrews did not develop, we were told, because his plans were rejected by council. He wanted to build 8 x double storey units on the erf.

Mr Abader dropped off a set of plans with me to look at. They are the very same plans originally drawn up in 2005 for Mr. Andrews, and these are what he intends to develop. They are horrid little rabbit warrens done in a bastardised version of Victorian... and he intends to rent them out to UCT students, he told me quite openly.

Its a bit confusing and I’m not entirely sure its all transparent. Who can I speak to to find out if he can develop this densely on this property, what our rights are...anyone know? Would be much appreciated.

If the original plans were rejected by Council, then the new owner is
also not allowed to build the existing plans, as all building plans
needs to be approved by the City Council. The owner is NOT allowed to
build plans that have been rejected by the Council. Objections can be
made by owners of adjacent properties, as the whole of Observatory is
an Urban Conservation Area, and hence will have to go past Heritage
Western Cape, which takes into account objections by owners to
proposed new buildings. The aesthetics of the building can be
discussed with them based on the fact that it is an Urban Conservation
Area, and that Obs has lots of graded Heritage Buildings.

With regards to the amount of buildings on the site. This all can be
found out from Council what is allowed to be built on the site. The
coverage of the erf area, the bulk on the erf aera, the height
restrictions, building lines at the side as well as any title deed
restrictions. From what it sounds, the plans do seem to be completely
over the coverage area and bulk area.....

The building inspector for the area will be able to give you all the
information with regards to the erf and will also be able to tell you
what is allowed, not allowed and what is wrong with the proposed
building. Maybe someone has the info on the building inspector for
Observatory? Otherwise you can also try Heritage Western Cape, as
they will also be able to give you grading and heritage status of the

The Building Inspector for ward 57 used to be Mr Richard Hunter with contact number T 400 3961 Mon-Fri: 8:30 – 10:30

Just did a quick and rough comparison of the proposed 8 double units against the existing 12 units on the old church site corner Arnold Street and Milton Road which is quite dense with 111sqm per unit including parking, garden etc against 100 sqm per unit on the derelict dairy site thus even worse. Info obtained from Google Earth

Rob Gaylard's response is correct. Take it up with the Obs Civic Association
which has a sub-committee of architects making up the heritage committee.
There is an OCA meeting tomorrow Tuesday at 18.00 at the Community Centre,
they are open to the public.
