Nuisance' by-law: how to report offences

This by-law lists offences, many of which are committed on a daily
basis by people living on the street. These include being drunk in a
public place, urinating or defecating in a public place, continuing to
beg (after receiving a negative response), spitting in a public
place, etc. Fines range from R50 upwards to R1500 (for 'soliciting for
prostitution' for the third time). A metro police officer who observes
the offence can issue a spot-fine, which must be paid at a municipal
court or the traffic department. Alternatively a witness can give a
sworn statement and testify in court (if the person denies guilt).
The fine is processed in the same way as a traffic fine. The By-law
can be downloaded from the Council's website.
So far little visible effort has been made (by members of the public
or by Metro) to enforce this by-law. I've uploaded as file on the ONW
and Social Issues google groups which
describes how to can report offences. Our Ward Councillor, Cedric
Thomas suggests you try all these methods. In this way the Subcouncil
will build up a record of what works and what doesn't.
It may be worth making the effort. I welcome any feedback!

Would this cover 40 ton trucks with their engines running outside your bedroom window at 05h30 in the morning? Are drivers allowed to sleep in their trucks overnight on the roads in Obs?
We have a huge problem in Lower Scott Road with grain trucks blocking the road and with the noise and fumes they make.
They have also broken the pavements by driving over them - that may be another issue completely.
I'm not sure how to proceeded. Any advice would be welcome.

Take it  up with Premier Milling (of ask OCA to take up the cudgels on your behalf). It is completely inappropriate that they are situated in what is primarily a residential area (with some zoning for businesses),  and that their massive trucks have to navigate an intricate road system designed in the late nineteenth century. One of their trucks removed my wing mirror  as it was making its way up Scott Road one night a few weeks ago. I must,  report, though, that Premier Milling paid for the replacement mirror.
