Increase budget by 10% in every capped campaign

is there an option to do so? 

I could only find an option of bid chance in section/ content, 

or budget change by a certain number.

We are thinking on adding such Campaign level rules, hopefully in the near future, 

If I understand correctly you would like a rule such that when a campaign is capped increase budget in 10%, but lets say we started with budget 100$ and it capped at 12pm we raise it to 110$,

I have two questions regarding this:

1. what happens if it capped again an hour later, increase budget multiple times a day?

2. does the budget ever decrease of infinitely increases?
