The reference to 15% is probably to gross debt as a percentage of GDP
- from memory gross debt was well below that when National took over
government in 2008. The near zero refers to net debt - that is debt we
owe international investors less debt overseas borrowers owe New
Zealand. From memory that amount was around $20 million - less than
0.5% of GDP.
