This is a tough question and I'd sure like to learn about any local source, too!

Unfortunately, this is the _sole_ reason that I continue to save
discarded PC boards which have SMT parts.

It is straightforward to remove these parts, tho' I am _not_ saying
this is "easy" or "fun".

The real nuisance is locating a suitable part via inspection and then
"half-lift" probing, w/o destroying it, prior to removal.

Components' "clean-up" is rarely a problem for R's, C's, L's, and (3-wire) Q's.
However, many-lead IC's seem generally not worth the "re-work" effort,
as they are often get fried in the process.

NB: There are many _excellent_ videos on YouTube.com for  ''surface mount''.
The suggested search terms are very helpful  to narrow the large
number of SMT videos.

I already knew how to _build_ with SMT, but the steps for "rework"
(=UNbuilding w/o destroying)  call for skills I did not have. Mostly,
this is how I learned these techniques, a few years ago. There are now
many more quite helpful videos...: Worth eyeballing!

Agree! I hope someone will post a local vendor that does not have
severe minimums, S/H, etc...
