How To Bring Power To Global Specialties Breadboard

I hate to ask stupid questions, but how do I bring power to the Global
Specialties GS-830 breadboard -- image shown here:

I can't seem to get power from the top and bottom power rails. I
thought I just need to connect the positive and negative rails in the
center, at both top and bottom, then connect the top and bottom rails at
one end, then plug in my 3-5 volts or whatever of power. That is how my
old Radio Shack boards work. But this doesn't work. I can't get an LED
to light up.

Do I have to attach a metal plate to the bottom of the board? Is there
some magic I'm missing?
