All day we're had a water main break, I just spoke to one of the workman and
he saids it'll be a few hrs as

I called 311 to find out about getting a water truck over here.
First I get info on the ALL-STAR Parade, which has ended and then I have to
hear about street closings
At last I speak to someone who knows nothing and transfers me to DEP, who
was also useless.

Try pressing '0' five times. Something like that.
After DEP is useless, call 311 back and say they were useless and
press for them to get an answer from someone else, or make the call to
DEP while you wait.
