Leppert Returns from China Panhandling Trip

Mayor Leppert returned this week from a taxpayer-funded junket to China.
The trip had three missions:
1. Ask the Chinese to ship Chinese jobs to Texas.
2. Beg the Chinese to loan him money for the hotel he promised to
voters.
3. Offer tax breaks to Chinese citizens who move to Texas.

In the first case, he's asking their government to build an LED
manufacturing plant here.
This is necessary because he promised to bring jobs to Dallas, but has not
been able to do so.

In the second case, he's hoping that the Chinese will loan him money for the
Republican's hotel project.
This is necessary because, although he promised to fund the hotel with
bonds, nobody here is buying them.

The third point speaks to the first two.
In order to get the Chinese to invest in Dallas, he is offering tax-free
residency for Chinese citizens.
