"The friendly boards of Cumberland County"

"CREDA marches to it's own tune," notes one of the dissenting voices
from the Cumberland County Underground about their development
authority. "They are the most powerful operators in our region and
impervious to political sway."

The impresarios of community development at the Cumberland Regional
Economic Development Authority (CREDA) created the $10 million dollar
JOGGINS FOSSIL CLIFFS MUSEUM, and then put their mitts all over its
board - which could be considered contrary to the Regional Development
Authority regulations that say RDAs cannot run the developments they create.

While RDA members can sit on boards and committees in the community,
explains Economic & Rural Development & Tourism spokesperson Jacqueline
Parker, "RDAs can never control another organization." When asked what
defines that "control" Jacqueline says: "That's just perception," And if
there are a lot of RDA members involved in a board for a project they
created, is that 'control'? "Well, again that's just perception" says
Jackie. "I would say no because the boards aren't necessarily in control."

Joggins, however ranks its board above its director Jenna Boon in a
handy-dandy flow chart online. "It is counter to the raison d'etre of
CREDA, which is to get the community to run organizations" argues the
county insider. "Joggins is losing $250,000 a year. It's all in house."

Recently, according to Joggins staff, CREDA executive director RHONDA
KELLY joined the fossil board as well. That move has some local
rabble-rousers taking umbrage at the perceived coziness between the
board and CREDA.

Museum director Jenna is listed as "extended core staff" on the CREDA
website. Allegedly, last fall, some whistleblowing CREDA staff came to
the boardies with evidence of mismanagement and untendered hiring that
they wanted to take to the AUDITOR GENERAL, but they were ignored (Frank
612).
