Command Line RngRun not in effect

Hi,

When I read the chapter of random variable in manual, I try to input
'./waf --command-template="%s --RngRun=3" --run somescript', but I
just get the same results as the default RngRun(=1).

But when I set the environment shell variable NS_GLOBAL_VALUE to
"RngRun=3", it is in effect.

I am sure that when I do the first action, I did not set
NS_GLOBAL_VALUE. So the shell variable should not interfere with the
command line argument.

Why the command line RngRun is not in effect? Did I miss some steps?

I had a look at this today, and could not reproduce the problem. Can
you please try the test program attached to the bug report and repeat
the tests shown in the bug report to see if you think it is still valid?

The test program can be dropped in the scratch/ directory, without
requiring you to edit any waf wscript files to build it.
