A crazy ID question

Well, folks, call me crazy, but I am going to ask anyway....

Today while driving to work I spotted, on the side of the road looking into a ditch, a large black bird and when it lifted it's wings a bit I saw a white patch under each wing. I thought, Oh, a black vulture. I drove on by and then I realized this bird did not have a vulture head, but more like that of a duck with a slender bill. No, I had not been drinking...

Would anyone like to take on the challenge of this very poor description for an ID?

Hey there, what about a wandering Anhinga? According to the gold book, there have been some sightings over the years in Virginia west of the Blue Ridge, with the most recent (2003) near Rockfish Gap. Thanks for the puzzle, though we may never know unless it is sighted again......

I looked that up, but I don't think that was it, although pretty close, good guess! If I do see it again I will definitely stop and get a better ID and a photo. Thanks for answering!
