We have to separate networks (they are not allowed to be connected in
any way) - an open and a closed network. Some user have to be able to
use both networks from time to time (that is one at a time). The open
net has DHCP running, while the close network is running static IP's.
So you see the issue.

Is it possible to make one profile with a static IP, despite other
profiles have dynamic IPs?

Yup.
I see the issue.

I could envision running a script to change the IP to Static once logged on,
but the issue is then it will be static at reboot as well.

One thought would be to have Windows installed to Different partitions and
then boot to the one based upon your need to connect.
Add a 2nd NIC and more the lan cable to the one you want?
