On NetWare 6.0, iPrint used httpstk as web server and therefore its files
were in sys:login\ippdocs. Starting with NetWare 6.5, Apache2 was used
instead so that now the IPP support files for its web interface are below
the apache2 directory.

You mean just the printers got updated, or the iPrint client itself. The
printers are getting updated when the server sends an http redirect to the
client. This is indendent of the iPrint.ini settings. In your case, the
clients get the redirect because they probably use an url like
ipp://a.b.c.d/... and the server tells them to use ipp://dnsname/...
instead. While this is not always the case, it seems that in your case
this triggers the client to reinstall the printers for which they get
redirects.
