homeview on one client not working

I have one 7.01rev4 client whose home view once worked, but now is just the folders list and we cannot find where to get the panels back. We have even uninstalled/reinstalled. When other users login, they see their home view, so I suspect its not something that resides locally. Can anyone tell me how to get the home view panels back?

Go to the properties of the home folder (right click and choose properties) then select the display tab. Choose view by panels.
 
While in the display tab, if you want to reset the panel settings back to shipping defaults choose <User Name Home Custom Settings> and then delete.
