Okay, I think this is a common misconception. First, be sure you are
following the documentation for installing eDirectory as shown here:

With this in mind there are two things which can mean "installing
eDirectory", one of which is actually installing and the other which is
configuring an instance. eDirectory has binary files (executables,
libraries, etc.) which are put into the filesystem for use by one or more
instances when running. These binary files are installed by RPMs (on
Linux/AIX) or Packages (Solaris) and just reside in the filesystem to be
used. Once "installed" an eDirectory instance must be created. Think of
this like your office software (OpenOffice, NeoOffice, Lotus Symphony,
etc.) and then the documents created and manipulated therein. The
software is installed and then used to create instances of documents in
which you have your own personal/company data. eDirectory instances are
the "documents" loaded by the eDirectory binaries which are "installed".
Until you configure an instance eDirectory is not really doing anything on
your system except taking up filesystem space. The documentation will
guide you through instance creation.

nldap does not run until the instance is created. After the RPMs are
installed you have the tools (ndsconfig/ndsmanage) to create an instance.
Once created and the tree is setup (either a new tree or added to an
existing tree) then when ndsd start it will also load the LDAP interface
to eDirectory.
