Game Maintenance for Turn 9-2 proposals

In accordance with {Rule 218}, I volunteer to automate the duties
associated with {Rule 305} Point King and Whale Scum and {Rule 306}
Hotness. {Rule 304} Abstinence Only Legislation already falls under
Administrator duties as it has to do with tallying proposals. So,
there are no new rules requiring an Officer this turn.

For our many new players of Nomicron--here is how this works when
rules have maintenance requirements:

Many things are easy for me to automate in the web site and I'll often
volunteer to do so if I have the time. Ask me if you are uncertain
whether a particular draft would be something I would be able and
willing to automate. For other rules requiring maintenance, the author
of the proposal is by default responsible, but see {Rule 218} Game
Maintenance for alternatives. Depending on the requirements of the
rule, this could be done as emails to the google group or a wiki page
on http://wiki.nomicron.org for an ongoing status page. We also could
try google group pages again--they were broken for a while this summer
with no way to edit them from Mac OS X (it would only work in
Explorer, which is no longer available for the Mac). Or, if you would
want to provide your own reporting mechanism, I can easily add links
to the sidebar.

Jef,
what is your plan for allowing players to make a secret declaration of
"turn up the heat" or "chill out man", as legislated in {Rule 306}
Hotness?
We approach the end of its first turn as a rule and I wonder how we
should make such declarations, or if you would like to declare it a
Blue Law this turn?

I had planned to get that implemented sooner, but life has take over
and it's not quite ready yet... it will be a time drop-like thing. In
the meantime, if you want to submit one for this turn, send it to
vo...@nomicron.org and I won't look at those until the turn ends and
will manually determine the temperature shift.
