BroDavii status change

Per {Rule 215}, BroDavii is no longer a player as he failed to vote
for three consecutive turns in which proposals were up for vote.

I will also note that Ouroboros and Lars are in danger of losing their
player status if they don't vote this turn, as each of them has failed
to vote for the past two turns.
