GnP wiki page updated

I have just realized that I haven't updated the GnP page for 5 turns.
As it didn't have any significant effect on Game play, I hope this
won't be seen as an officer negligence. I have updated it now.

Just a few remarks. {Rule 323} doesn't explicitly say what happens if
a player's status changes from active to observer. But I feel the
according to the spirit of the rule the population evolution of the
observers has to stop and population remain suspended just as their
points. With this interpretation, I have updated the populations of
the current observers accordingly. This may be verified. If any of you
feel this interpretation is not correct, I'll make appropriate changes
and probably introduce an amendment to make it explicit.

That assessment is correct. {Rule 215} states: "Observers are not
players." {Rule 323} only applies to players. Thus it doesn't apply to
observers.
